House to begin work on Constitution review, PIGB Next Year Gbajabiamila

The Speaker of the House of Representatives Rep Femi Gbajabiamila has assured that the House would commence work on the Petroleum Industry Governance Bill (PIGB) and the amendment of the 1999 Constitution next year.
The Speaker said both the constitution review and the PIGB are part of the bills that the House would prioritise in 2020.
He noted that the House would do everything within its powers to give Nigeria the best in terms of laws that would promote peace and good governance in the country.
Gbajabiamila spoke at a retreat organised for chairmen of standing committees of the House by the National Institute for Legislative and Democratic Studies (NILDS), in Lagos on Friday.
The Speaker, who tasked the chairmen of the committees to work with their deputies and other members of the committees as a team, noted that Nigerians have high expectations on the Legislature, hence they must work hard to meet such.
"We have been elected at a time of great upheaval at home and abroad. We are confronted with great peril; oil prices have fallen and refuse to go back up, our population growth continues to outpace economic growth, we are besieged on all sides by rising insecurity and its consequences.
"How do we build an economy that is attractive to investment, that creates jobs to meet our present needs, and grows apace to meet future demands? How do we build a society where the weak are not afflicted by the powerful, where our differences of gender and tribe, religion and opinion are not weaponised to deprive any citizen of life, of liberty or the freedom to pursue happiness?
"How do we achieve the promise of greatness that so long ago caused the world to look upon us and say, here comes the giant of Africa? These are the questions that should engage our interests and animate our efforts because in the answer to these questions lies the best dreams we have for ourselves and the highest ambitions we hold for our country," the Speaker said.
Gbajabiamila expressed happiness that the sum of N2 billion was approved in the 2020 budget by the National Assembly for the takeoff of a legislative library, saying the Legislature is the conscience of a nation, as such, it needs a befitting library.
"Where it is the responsibility of the executive to implement programmes and execute projects, it falls to us to articulate through legislation, the broad objectives of our nationhood, and through oversight, hold the executive accountable to those objectives. The standing Committees you each lead are the principal instruments of legislation and oversight.
"Whatever we are, whatever we will achieve, and everything we will be remembered for in this House of Representatives depends on how well your Committees function and how effectively you serve as leaders of those Committees.
"Our ability to rise to the responsibilities of our offices are often constrained by institutional weaknesses that have been for too long left unaddressed. We are here to critically examine how we operate in the House of Representatives.
"Let us take full advantage of the opportunity provided by this seminar, away from the hassle and hustle of our offices to speak honestly about the deficiencies we have observed, identify the areas where we are lacking and consider the options available for reform. This is the first, necessary step towards achieving the other high objectives to which we have committed ourselves individually and as one House.
"Ensuring collaboration and cooperation amongst members of the Committees you lead is a sine qua non of effective Committee management. Keep in mind, that collaboration is not merely the absence of conflict or rancour. Collaboration requires that you actively engage the experience and intellect of your members in problem-solving, policy development, policy implementation, monitoring and reporting."
The Speaker also commended the lawmakers for their commitment to the passage of the 2020 budget, which he said would bring the budget cycle to January to December.
On his part, the Governor of Lagos State, Babajide Sanwo-Olu, who was a special guest at the occasion, also commended the National Assembly for passing the budget on time "for the first time since 1999.
He said with the zeal and commitment exhibited so far by members of the 9th House under the leadership of Gbajabiamila, he believed they would achieve a lot in the next four years.

APC SHOULD EMULATE THE METHOD USED BY PDP IN ADAMAWA STATE FOR THE PARTY TO REMAIN FUNCTIONABLE:

The Peoples Democratic Party (PDP) have lost the 2015 governorship, senators, Reps and members Adamawa state house of assembly elections to Apc because of the intra-party crisis that rocked the party during the 2015 general elections where prominent politicians in Adamawa state including the former vice president Alh. Atiku Abubakar and former governor of Adamawa state, Sen. Bindow Umar Jibrilla among others have defected to Apc and formed the then government.
Moreover, those few people whom were left in the party after loosing the 2015 elections have managed to stayed together where they iron all their differences they had during their party's congressess, primaries and including the general elections. But to our own astonished, these few people because of their unity have managed to re-build their party against the 2019 general elections, and they used the advantage of the crisis within the Apc where they kicked us (Apc) away from the system.
Furthermore, for Apc to survive as a party and sent PDP to the parking area, there most be a REVOLUTION within the party. The biggest problem of this party is that, it has about three to four factions within the house and these groups unless their principals agreed for a total reconciliation I doubt much the continuation of this party in Adamawa state.
The peace and reconciliation that is going on today is a very good move and commendable but there are cartain people whom are building their political relevancy out of it. Before you reconcile with a group or with an individual politician you must be very careful and tactical. You can't reconcile with a somebody or a group out of your party but you can only reconcile with the aggrieved members that are still in the party.
In addition to that, there are vibrant youths and a growing politicians in Apc that can do more than what those were visited and those are to be visit that cannot do. The era of using big names in Apc for winning elections in Adamawa is gone for good. If you want to win elections you most include our talented youths whom always selling the ideas of the party, protecting the party's intetest and often, vowed to do more if our leaders will co'operate. For that matter, instead to force someone to join or to re-join you in Apc of which that individual or a group of people has(v) the intetest of another party why not to maintain/motivate those were already in the party.
Therefore, People like Alh. Uba Dan Arewa, Mr. PP Elisha, Hon. Bala Usman, Hussaini Ahmadu Har, Mohammed Bappare, Khaleel Sajo, Nuruddeen Kama, Hon. Isa Ahmed, Abubakar Goga Anfield, Ghaliman Modibbo, Lawandi Toungo, Suleiman Dalehi Wane-Volly, Umar Suleiman Jada, Aminu Abdullahi Gambo Guyuk, Abubakar Habuske, Fareeda Suleiman, Sanusi Mohammed C. among others are the most loyalt members of the party and if our prominent stakeholders of Apc will be politically equipped and motivate these gentlemen and the likes of them, believe me you, the party will bounce back to its feet because politics of today is not about big name, rich or poor, it's just about commitments and sacrifices.
Finally, i will use this opportunity to commend the efforts of some of our leaders whom took their time to make sure that the party is back to its feet, few among them are: Malam Nuhu Ribadu, Barr. Boss Gida Mustapha (SGF), Malam Musa Bello (Fct Minister), Alh. Sadiq Mohammed (Walin Ganye), Alh. Yusuf Dan'umma, Sen. Bindow Umaru Jibrilla, Dr. Modi Halilu, Yerima Chubado Jada, Alh. ADAMAWA STATE UNIVERSITY GOVERNING COUNCIL VISITED THE UNIVERSITY PROPERTY IN YOLA,KAREWA,NUMAN ROAD
The Adamawa State University Governing Council under the leadership of Awwal D Tukur visited ADSU Mubi Poultry production unit in Yola. During the visit, the council found that, the roofs and the windows were damaged.
The council leaded by Hon. Awwal D Tukur LLB.BL. promised to renovate the unit and also assured them that after the renovation, more facilities will be provided to them. Final the Chairman of the governing council applauses the effort of his Excellency the executive governor of Adamawa State Rt. Hon. Ahmadu Umaru Fintiri toward uplifting Adamawa state.
The Adamawa state university governing council have also visited the abandoned and dilapidated vice Chancellor's guest house at karewa. the house was damaged by fire outbreak ten years ago. The chairman of the council Hon. Awwal D. Tukur said the University will be remodel to the greatest standard.
The governing council of the Adamawa State University Mubi, led by Hon. Awwal D. Tukur LLB. BL. Have today went out for a preliminary survey of the proposed site for the construction of the School of Medical Sciences, Adamawa State University Mubi.

ADAMAWA STATE UNIVERSITY MUBI FOLLOWS GOV.FINTIRI'S DIRECTIVE, INSTITUTION SET TO CONDUCT CONVOCATION AFTER TEN YEARS
The Adamawa University Mubi has concluded plans to conduct its Convocation in the first quarter of next year after ten years as directed by the State Governor Ahmadu Umaru Fintiri during his last visit to the institution.
This was part of the resolution of the governing council of the University led by its chairman Alhaji Awwal Tukur.
The last convocation ceremony conducted in the school was in 2009.
The ADSU Governing Council had also approved during the meeting, promotion of staff from 2014 to 2018 as part of efforts to encourage productivity in the institution.
Another milestone to be witnessed in the school as approved by the governing council was the installation of a high-speed internet service within the school to encourage learning among the students.
The governing council also promised to improved improve within the university most especially in the hostels towards protecting the lives and property of the students.
During the meeting, the governing council of the University had visited a site of water generating plant provided by GIZ, a German NGO which provides 30,000 cubic of water per day to the School free.
They also visited the institution's fishery site under the faculty of agriculture with a promise to improve the area for better production.

Member representing Jada Mbulo constituency and the Majority Leader of the Adamawa state House of Assembly, Hon. Hammantukur Yettissuri has flagged off the distribution of instructional materials to schools in his constituency.
The instructional materials distributed by the legislator include; exercise books and school bags to public schools in 6 wards which comprise Jada Mbulo constituency. The wards include Mbulo, Danaba, Hibango, Jada 1 and 2, and Mayo Kalayi.
According to the Majority Leader, the kind gesture is aimed at complementing the effort of Governor Ahmadu Umaru Fintiri, led administration in promoting the standard of education in and around the state through the introduction of free education policy.
Speaking to newsmen after the event, the Majority Leader of the Assembly, Hon. Hammatukur Yettisuri(Jada Mbulo) said that his decision to flag off the distribution of the materials is in line with the manifestoes of the ruling Peoples Democratic Party(PDP) in the state.
Hon. Yettisuri said that he found it necessary to support Governor Fintiri's policy on education sector by reaching out to his constituents with the materials free of charge.
The Lawmaker disclosed that he is planning to embark on the award of scholarship to students in tertiary institutions most especially those studying law, engineering and other science courses.
Hon. Hammatukur Yettisuri appealed to most especially the parents to make sure that their pupils judiciously utilised the materials for the purpose intended.
In his remarks, the Transition Committee Chairman of Jada Local Government Council, Hon. Ahmed Sali So commended the legislator for his support towards ensuring the success of free education policy.
Hon. Ahmed Sali So called on the citizens in the constituency to continue in supporting the member and the government of the day so as to reap more dividends of democracy, pledging his support for the policy in the state.

GOV FINTIRI APPROVES N46MILLION FOR RELEASE OF MEDICAL EQUIPMENT ABANDONED SINCE 2007
The Secretary to the State Government, Malam Bashir Ahmad disclosed this in an interview with newsmen shortly after inspecting the arrival of the equipment at the German site of the Specialist Hospital Yola on Saturday.
Malam Ahmad explained that the equipment which are for the maternity section of German Hospital Yola, were released after payment of twenty six million naira to the clearing agent by government while the remaining balance of twenty million naira will be paid upon delivery of the equipment.
He declared that the state government will invite the contractor handling the procurement of the equipment to present the list of items suppose to be in the containers for crosschecking and to know the amount paid for purchasing the equipment for subsequent installation.
According the SSG, the clearing agent has revealed that on two occasions, the Nigeria Custom Service has put off the containers for auctioning because they have stayed at the Port for too long but was not successful due to intervention of some patriotic citizens of Adamawa who ensured the state does not loose the equipment.
He said the present administration is yet be briefed on why the containers were not delivered for over the years, but noted with satisfaction the efforts of Fintiri led administration that secured the release of the equipment for the benefit of the State.

In one of the numerous operations conducted across the Theatre today, 16 November 2019, troops of 26 Task Force Brigade embarked on a Clearance Patrol to Dalu Village within the Mandara Mountains in Gwoza Local Government Area of Borno State following credible intelligence report on the presence of some of the criminal insurgents in that area. Fortunately, the report was confirmed as the troops soon established contact with the marauding terrorists and effectively subdued them with their superior fire power during the ensuing fire fight. Subsequently, the troops proceeded to thorough clear the Village of the presence of the criminal insurgents. The clearance operation yielded good dividends as the troops found and rescued an octogenarian, 3 women and 4 children hitherto held captives by the criminal insurgents. The rescued victims were promptly evacuated and children among them were equally administered with Polio Vaccination by a Nigerian Army medical team. Interestingly, no causality was recorded by own troops during the commando operations. However, many of the Boko Haram criminal elements were observed to have fled in disarray towards the summit of Mandara Mountains with gunshot wounds.
The troops’ resilience and doggedness are unwavering as further exploitation to complete the annihilation of the insurgents is being sustained in the mountainous environment.

APC Lambasts Fintiri, Says he is using Mass sacking of civil servants to cut cost of governance in Adamawa
The All Progressive Congress (APC), has called on Nigerians and Adamawa residents to disregard renewed attack of the People’s Democratic Party (PDP) led administration in Adamawa against civil servants in the state. The organising Secretary of APC in Adamawa state, Ahmed Lawal who made the call during a press briefing held in Yola said the PDP has lost focus and is looking for saving grace and point to resell it lies and fake promises of workers welfare to the people hence their frivolous attack and blaming Bindow on their current woes that bedevil their administration.
“All the statements issued by the SSG, Head of service and director general to the governor on media is a direct indictment on the administration of Fintiri, as the plot to justify the mass sack has exposed the cluelessness of the Fintiri led state government in Adamawa and it shows that there four government in one in Adamawa, which of the statement do we follow?
“it is unfortunate that Fintiri led state government lack coordination hence different statements issued by four aides of the governor on same issue with different response, we expect the governor to jettison his continued vicious sack of selected civil servants in the state as it crystal clear to all that Fintiri led government is using mass sack of civil to reduce cost of governance in Adamawa not the due process they are using as face saving measure to continue their evil plots against the innocent civil servants in the state.
“We are using this opportunity to call on Gov. Fintiri to forfeit his security votes or reduce numbers of vehicle in his convoy as Bindow has demonstrated same by using sometime two vehicle or less motorcade in his convoy, as the current administration is known to be using siren to intimated voters and tax payers.
“It is disheartening that Gov. Fintiri choose to move civil servants from the state polytechnic to other agency due to the high cost of salary payment by the polytechnic and still yet pretending to return workers to their mother ministry all in the name of due process not followed in transfer of service, all this happening in the polytechnic is a ploy by the governor to drastically reduce high cost of salary payment in the state by using civil servants as scape goat.
“As for the issue surrounding the controversial sacking of workers in the state, the PDP government in Adamawa statements about waiver granted by senator Bindow is misleading as the former governor of the state, Senator Bindow is not the executor of the waiver granted to any parastatals under the state government in Adamawa.
“There is no employments even in the Federal civil service that does not required waiver from the President of the country before execution, why is Fintiri led state government building mountain out of nothing over employments done under Sen. Bindow’s administration.
“we challenged Fintiri’s government to come of the hiding and blame game and tell the people that he want to reduce cost of recurrent expenditures in order for him to pay the minimum wage without stress and finally since there is not capital projects we expect Fintiri to face the promotion arrears of Adamawa workers and see it to logical conclusion.

Adamawa gov sacks 300 poly staff employed by predecessor
Adamawa government on Tuesday issued sack letters to some academic and non-academic staff of the state polytechnic, employed from the year 2017 to 2019.
The News Agency of Nigeria gathered that those affected are over 300.
A letter to those affected, signed by the Acting Registrar of the polytechnic, Mrs. Rebecca Kinjir, stated that the action was in compliance with the recommendation of the Visitation Panel to the institution, set up by Governor Ahmadu Fintiri.
The letter, titled, “Stand-Down of Appointment of Staff Employed Between 2017-2019,” said those affected should hand over all school properties in their possession.
“The Implementation Committee of the 2019 Visitation Panel to the polytechnic, set up by His Excellency, Alhaji Ahmadu Umaru Fintiri, has approved the stand-down of your appointment.
“By this letter, you are directed to hand over all polytechnic materials to your Head of Department.
“The management wishes to thank you for the services you have rendered to the polytechnic during this period,” the letter said.
Fintiri’s administration had, in a recent statement, accused the past administration of Governor Muhammadu Bindow of last-minute illegal recruitment.
The administration had then constituted a visitation panel on all tertiary institutions in the state.

2023: EX-PRESIDENTIAL ASPIRANT DECLARES SUPPORT FOR TINUBU
A former Presidential candidate of the National Action Council (NAC), Dr. Olapade Agoro, has urged northern leaders to forget about retaining power in the zone beyond 2023 but rally round the perceived presidential ambition of a former Governor of Lagos State, Asiwaju Bola Ahmed Tinubu.
Agoro, who made this call while speaking with journalists at his Apata, Ibadan residence, declared that it was wrong for political associates of Alhaji Atiku Abubakar to roll out the drums once again, calling on the former Vice President to run in 2023.
He noted that Tinubu, who is the National Leader of the ruling All Progressives Congress (APC), is known to be an arch-supporter of northern Presidential candidates right from 2007, saying the 2023 should be a pay back time for the north to reciprocate the support given by Tinubu to Atiku in 2007, Mallam Nuhu Ribadu in 2011, and incumbent President Muhammodu Buhari in 2015 and 2019.
Specifically, Agoro explained that without the inputs of the APC National Leader, who used his resources, influence and political sagacity, it would have been difficult for President Buhari to win the 2015 Presidential election.
He also said that it will be morally wrong for the north to agitate for the 2023 Presidency, owing to the fact that “the just concluded 2019 Presidential election was wrongly tilted in favour of the northern part of Nigeria that presented Buhari and Atiku, the two popular candidates for the election.
“It became obvious that the 2019 election was meant to serve the interest of the north. The management of the election by INEC was also one – eyed looking wrongly in favour of the north.
“Otherwise, how do we explain that the two popular candidates from the north polled about 40 million votes, leaving other 69 candidates with less than one million votes?”
Agoro added that care must be taken this time around to ensure fairness and fair play, insisting that the south should be allowed to have its own slot.

#Jalingo-Numan road in Northeast:This road has gradually metamorphosed into deathtraps for many travelers. The high rate of accidents recorded testifies to this unfortunate metamorphosis.This is a major road linking Adamawa and States where craters, gulley erosion, potholes, and even dare-devil robbers rule the road. Plying from Numan to Jalingo you will be forced to dance along with your vehicle to no rhythm for close to four hours in the journey, which ought not to last for about one hour. For a regular traveler, the thought of venturing on Jalingo-Numan road is the beginning of a journey into uncertainties, eternity or the easiest way of booking appointment with fate and grave, nay a way of bring money for nearby coffin makers.
Pertinently, the burnt wreckage littering this road,does not only remind me of the government's aloofness from the plight of its citizens but also serve as a memorial for many families that have lost their loved ones on this road.The trauma, discomfort and disaster recorded on the road pronounce a vote of no confidence on the relevance stakeholders involved as they portray it not to have any modicum of concern for the welfare of its citizenry.
Successive governments have decried the sorry state of this road and have repeatedly pledged to fix it deplorable state. They have also allocated billions of naira for the project, but the road situation have metamorphosed to worse,if it has changed, has only become worse. The seeming indifference of the current administration to the prosecution of those entrusted with the large allocations for this road refurbishment and construction leaves me thinking whether any other allocations for the road project would frizzle away just like those in the past.
A people-oriented government will not allow its populace to suffer unwarranted bloodshed and discomfort on the roads. The government has to do more than just awarding contracts. Concerted efforts should also be made to ensure the implementation of every detail of the contracts, ranging from the duration of the project to the quality of the materials to be used.

Northern Govs frustrating basic education for Almajiris – Ex UBEC Boss
Governors of 19 Northern States are responsible for frustrating the integration of the Almajiri schools with basic education.
Former Executive Secretary of Universal Basic Education (UBEC), Prof. Ahmed Modibbo, made the allegation at the weekend.He stated this at a lecture with the theme “Before the ban on the Almajiri system of education in Nigeria” organised by
by the Centre for Historical Documentation and Research of the Ahmadu Bello University, Zaria, Kaduna State.
The administration of former President Goodluck Jonathan had in an attempt to address the problems of the Almajiris in the region, spent billions for construction of more than 100 model schools purposely for the integration of the system with basic education.
However the schools are said to be rotting away and unused since they were constructed years ago.
Modibbo alleged the projects were abandoned by state governments because they wanted to be given cash to construct the schools.
According to him: “The state governors left the schools unoccupied, abandoned and vandalised because most state governments refused to even take them over, not to talk of fulfilling their own obligations contained in the Memorandum of Understanding (MoU) with the federal government.
“The state governments were not happy with the decision of the federal government to undertake the project through UBEC and the Eduction Tax Fund (ETF), as they wanted the money to be given to them so that they could nominate contractors for the project.
“That episode was the last in the history of woeful failures to address the challenge of mainstreaming the Islamic system of education thereby catering for the multitude of mainly children of the poor in the Northern region who often migrate far from their homes following their itinerant malams and surviving on charity.”
Recalling the genesis of the Almajiri phenomenon in the north, Modibbo, a professor of history, said it was an off-shoot of the quest for Islamic education from the 8th century which continued to flourish through numerous Qur’anic schools.
He said Qur’anic teachers of that time were sustained by “Zakat” and other forms of taxes, managed by the religious authority, such that by 1900, there was an estimated 250,000 pupils in 20,000 schools in the region.He said the system witnessed a “final blow” when the colonial administration halted support to Islamic education in 1922 following the establishment of the first teacher training college in Katsina.

“Since then, there were several initiatives to address the challenges of the Islamic system of education, beginning with the 1962 special committee set up by the Premier of Northern Nigeria, Sir Ahmadu Bello, who visited Egypt, Sudan and Libya to study their models and submitted recommendations in a report, but was short-lived, denied of government funding in the turmoil of 1966-68.
“Unfortunately, we missed an opportunity to establish a system that would provide not only manpower but scholars of high standing comparable to those in other parts of the world where the system worked well. “Today they stand shoulders high in producing scholars through such systems. Ours was subverted, truncated, left to rot, to decay and bastardised.” Modibbo said.
He lamented that northern political leaders, with the exception of those eliminated in the tragic military coup of 1966, “are squarely responsible for the failure to have a fully integrated Qur’anic system of education with basic education.”
He however expressed the hope that with the comprehensive blueprint and draft plan of action, introduced by UBEC in 2017, the implementation of the Almajiri Quranic education project would succeed.
Modibbo also called for the full and strict implementation of the UBE Act, introduction of School Time Marshals and catering for welfare of the children.
He further advocated that the National Financial Intelligence Unit (NFIU), be allowed to monitor the utilisation of federal funds released to states and other agencies of government for the implementation of basic education.
The event which was chaired by Mallam Adamu Fika, Chairman Board of Trustees (BoT) of the Arewa Consultative Forum (ACF), was attended by representatives of some of the governors.
